How can MTSL apply to Rework?

Sometimes tools need to be reworked. Maybe a setting was misconfigured at manufacturing. Maybe an issue was identified late and we need to tweak a value. Maybe we're just trying to sort through thousands of tools and it'd be faster to group the based on some data that can be read from the electronics.
